Section 13:69F-8.6 - Gaming tournaments
(a) A casino licensee or authorized sports wagering operator may conduct a land-based gaming or retail sports wagering tournament (retail tournament). A racetrack licensee may conduct a retail sports wagering tournament. A retail tournament may be a special private event and not available to the gaming public.
(b) No retail tournament shall be conducted unless the casino licensee or operator files a written notice with the Division at the Division's Regulatory Enforcement Bureau office in the establishment, at least five business days prior to the commencement of such tournament. No special event tournament shall be conducted unless the casino licensee or operator shall file such notice with the Division at least 24 hours prior the commencement of the tournament. Such notice shall include, at a minimum, the following information:
1. The date(s), times(s), and location(s) of the scheduled tournament and an indication of whether the tournament is a retail tournament or a special events tournament;
2. A listing of the equipment expected to be used;
3. The number of participants expected to participate;
4. A description of security and surveillance measures that will be implemented for the retail tournament;
5. A certification from the supervisors of the casino licensee's or operator's security and surveillance departments and applicable gaming operations departments that the proposed retail tournament will not adversely affect the security and integrity of gaming operations;
6. A certification from the casino controller or designee that he or she has reviewed the rules for the tournament in regard to gaming tournament revenue reporting; and
7. A certification from a holder of casino key employee license that the tournament will be conducted in accordance with the internal controls.
(c) The Division may at any time require the licensee to immediately cease any retail tournament conducted if the retail tournament is in any material manner different from the description contained in the applicable internal controls or in any way compromises the security or integrity of gaming operations or the collection of gross revenue.
(d) A casino licensee may withhold dealer tips in a retail tournament upon notification to the participants.
(e) Each casino licensee or operator shall have on file internal controls associated with each tournament. The internal controls shall, at a minimum, address:
1. The game type;
2. Rules concerning tournament play and participation;
3. The prize structure;
4. Dealer tips, if applicable;
5. Participant registration procedures;
6. The methodology for determining winner(s);
7. The equipment to be used (for example, cards, chips, and slot machines); and
8. Forms utilized in conjunction with the tournament.
