N.J. Admin. Code § 13:45H-5.8

On the effective date of a rule by the Drug Enforcement Administration Administrator pursuant to 308.48, 308.49 or 308.50 of the Act or the Division pursuant to 24:21-3 adding a substance to any schedule of controlled substances, which substance was, immediately prior to that date, not listed on any such schedule, every registrant required to keep records who possesses that substance shall take an inventory of all stocks of the substance on hand. Thereafter such substances shall be included in each inventory made by the registrant pursuant to 13:45H-5.7.
