Section 10:91-1.4 - Purpose and scope of educational services
(a) The New Jersey Commission for the Blind and Visually Impaired operates a Statewide itinerant services program for eligible children which facilitates their inclusion in the least restrictive, most appropriate, educational setting. These services shall be provided in educational and/or other appropriate settings. Depending on individual needs, these services may include, but are not limited to, instruction in appropriate media, functional vision assessment, the use of specialized equipment and materials, and the use of accommodative techniques (see 10:92-3.1) . Three Commission Programs are described below:
1. Itinerant Education Services (Reimbursement) for eligible children facilitates their inclusion in the least restrictive, most appropriate, educational setting. For the school aged students, these services are provided in collaboration with local school districts through provider service agreements. The Appropriations Act for each State fiscal year directs the State Department of Education to deduct funds from each district's State aid payments and reimburse the Commission for the Blind and Visually Impaired for educational services provided.
2. Services to Infants and Toddlers are specialized vision services provided to children, aged birth-three, who are blind and visually impaired, as well as to their families and community early intervention programs. By law, school districts are not responsible for children under age three (see 10:92-3.2) .
3. Services to children with visual impairments and multiple disabilities are specialized vision instruction provided to school aged children who are visually impaired with significant multiple disabilities (see 10:92-3.3) .
