The evidentiary provisions of Chapter 14 shall also apply to investigation proceedings. The Board may, through its staff or otherwise, secure and present such evidence as it may consider necessary or desirable in any investigation proceedings, in addition to the evidence presented by respondents. Evidence will ordinarily be received in the following order:
