Except as provided in Rule 10-004, a protest against the granting of an application shall set forth specifically the grounds upon which it is made; shall contain a concise statement of the interest of protestant in the proceedings; shall be signed by the protestant, or by a duly authorized officer of the protestant, if it be a corporation or organization, or for the protestant by its attorney; shall be filed with the Board on or before the seventh day prior to the date of the hearing; and shall show service of a copy thereof on the applicant and his or her attorney, if known.
