A Bill of Exceptions will be prepared for inclusion in the agency record filed with the district court in any case upon certification from any party to the appeal hearing that the case is being or has been appealed to district court. If a party requests a Bill of Exceptions but does not file an appeal in district court, the party requesting the preparation of the Bill of Exceptions shall be responsible for the cost of preparing the Bill of Exceptions.
