The parties requesting the issuance of subpoenas shall be responsible for the payment of witness fees and mileage. A witness required to travel to attend a hearing shall receive eight dollars for each day and mileage at the rate of $0,485 per mile. Upon the request of the Department, such fees shall be paid at the time the subpoena is requested.
