Discovery may be allowed if its use will not unduly prolong the dispute. Parties to any proceeding may agree upon any facts involved in the controversy, either by written stipulation into the record as an exhibit, or by oral agreement stated on the record. The hearing officer shall not be irrevocably bound by such stipulation.
