Consumer-owned electric utilities as defined in section 3501 of Title 35-A, telephone utilities and water utilities are exempt from this rule except that local exchange carriers and investor-owned water utilities are subject to sections 4(C), 4(D), 6(B) and 6(C) of the rule.
