Section V-6327 - Filing of Mortgage, Bill of Sale or LienA. The holder of a mortgage, bill of sale or lien of any kind against a horse, shall be required to file the same with the racing secretary prior to the time the horse is entered. Failure to do so shall forfeit his rights in the winnings of the horse prior to the time his claim is properly filed.La. Admin. Code tit. 35, § V-6327
