Section V-6321 - Registration with Racing SecretaryA. No horse shall be permitted to start whose name and true ownership is not registered with the racing secretary. The registration certificate must be deposited in the office of the racing secretary within 48 hours after the date of arrival.La. Admin. Code tit. 35, § V-6321
