These rules shall apply to all persons harvesting, cultivating and dealing in American Ginseng (Panax quinquefolius) in Iowa. However, these rules are not intended to apply to the trade or trafficking of lawfully obtained American Ginseng that has been processed, prepared, packaged and labeled in a manner intended for its final consumptive use.
