As used in these rules,"state agency, " "employee of the state, " "claim" and"award" bear the definitions ascribed to them in Iowa Code section 25A.2.
"Board" means"state approved hoard" as defined in section 23.1.
"Executive secretary " means executive secretary of the state appeal board.
