Notwithstanding § 19-11-7 and § 19-11-8, the granting and renewal of airport licenses may be made subject to any reasonable conditions that the director may deem necessary to effectuate the purpose of these rules and those conditions, if any, shall be noted on the face of the original or renewed license.
