This chapter is established to authorize, subject to the availability of state funding, a temporary state with federal match funded program to prevent, shorten, or eliminate the need for medical or other public assistance administered by the department. Hawaii premium plus provides employers an incentive to increase employment by providing a monthly premium subsidy for health insurance to qualified employees for one year. At a minimum, the health insurance shall meet the requirements of the Hawaii Prepaid Health Care Act.
