Section 17-1-3 - Applicability(a) Chapters 17-1 to 17-89 shall govern only the programs and procedures of the department's vocational rehabilitation and services for the blind division, family and adult services division, med-QUEST division, and self sufficiency and support services division.(b) Chapters 17-1 to 17-89 shall not apply to the state commission on the status of women, the office of youth services, and the Hawaii housing authority.
