The requirements for public hearing and for notice thereof may be waived by the governor when the authority, as a condition to receiving federal funds, is required by federal provisions to adopt rules and the authority is allowed no discretion in interpreting the federal provisions as to the rules required to be adopted. The authority shall make known to the public the proposed adoption, amendment, or repeal of any rule pursuant to this section by publishing in a newspaper of general circulation in this State, at least once prior to the waiver of the governor, a statement as to the substance of the proposed rule change.
