Any violation of state law administered by the department for which an administrative sanction or penalty has been prescribed, including statutes, administrative rules, and permit and license terms and conditions imposed by the board or the department or any attached agencies, may be adjudicated through the civil resource violations system of the department pursuant to this subchapter.
