A suspension shall be effective immediately. A proposed revocation shall be effective thirty days after written notice is given, or, if review is requested, upon the hearing officer's decision to uphold the proposed revocation. If the hearing officer does not uphold the suspension or proposed revocation, the suspension shall terminate immediately and any proposed revocation shall not take effect.
