Section 31-91-2 - Functions(a) The six member board establishes policy and promulgates regulations for the operation of the board. It provides advice and consent to the Labor Commissioner on the appointment of full time mediators who shall be responsible to the board.(b) The board provides employers and employee organizations with mediators for the purpose of settlement of grievances or mediation of impasses in contract negotiations. It also makes available arbitration services for the purpose of arbitration of disputes over the interpretation or application of the terms of the written collective agreements.Conn.
