Section 46.10 - Purpose of this part(a) This part establishes procedures for the Department, and its constituent bureaus, to use for compliance with: (1) The National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4321 et seq.); and(2) The Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of NEPA (40 CFR parts 1500-1508).(b) Consistent with 40 CFR 1500.3 , it is the Department's intention that any trivial violation of these regulations will not give rise to any independent cause of action.
