(a) These general rules of practice and procedure of the Division of Occupational Safety and Health (hereinafter "the Division") are applicable to proceedings involving the denial, suspension or revocation of any license, permit, certification, registration or other authorization issued by the Division, and proceedings involving an Order Prohibiting Use (for purposes of this article, hereinafter referred to as "OPU") issued pursuant to Labor Code section 6325.(b) These general rules of practice and procedure may supplement, but shall not replace, other codified administrative notice and appeal procedures.
