Section 80518 - Conduct of Hearing(a) The chair of the Committee shall conduct the informal hearing.(b) The chair may do whatever is necessary to carry out the intent and provisions of this article to insure that the informal hearing is conducted in a fair, dignified, and orderly manner which is not specifically prohibited by any applicable provision of law.(c) The action of the Committee on appeals requires a majority vote. In the case of a tie, the matter remains on the Committee calendar for the next meeting of the Committee, at which time the matter shall be reconsidered and decided by a majority. If the matter cannot be resolved by a majority vote after two meetings, the appeal shall be deemed to have been recommended for denial and the appellant so notified.Cal. Code Regs. Tit. 5, § 80518
