Section 74101 - License Required(a) No person, partnership, firm, corporation or association shall operate, establish, conduct or maintain a referral agency or hold out, represent or advertise by any means that it operates or conducts a referral agency, without first obtaining a license from the Department.(b) The provisions of this article do not apply to any local public agency performing referral services without cost to recipients of public social services when otherwise authorized by law.Cal.
