(a) Any person who wishes to receive Medi-Cal may file an application. If the applicant for any reason is unable to apply on his own behalf, or is deceased, any of the following persons may file the application for the applicant. (1) The applicant's guardian or conservator or executor.(2) A person who knows of the applicant's need to apply.(3) A public agency representative.Cal. Code Regs. Tit. 22, § 50143
