Appeal, No. 363, Jan. T., 1972, from order of Commonwealth Court, No. 368 C.D. 1971, reversing the judgment of the Court of Common Pleas of Clearfield County, May T., 1970, No. 1540, in case of Clearfield Borough v. Clearfield Borough Park Authority. Order affirmed.
