The General Counsel’s Request for Special Permission to Appeal Administrative
Law Judge Joel Biblowitz’s ruling approving a non-Board settlement agreement is
granted. On the merits, the appeal is denied. We find that the instant agreement
satisfies the standards set forth in Independent Stave Co., 287 NLRB 740, 743 (1987),
and substantially remedies the Section 8(a)(1) violations alleged in the complaint.
