The Employer’s Request for Review of the Regional Director’s Decision and Order
Clarifying Unit is granted in part, as it raises a substantial issue regarding whether the Regional
Director correctly found that a newly-created controller position performs the same basic
functions as the Outage Management System (OMS) dispatcher bargaining-unit position to
warrant clarifying that the controller position is properly viewed as already included in the unit.
The Request for Review is denied in all other aspects, and the Employer’s request for a stay of
the Decision and Order is denied.
