The Direction of Election provided that an election by secret ballot be conducted within twenty (20) days from the date of the Direction among the production and mainte- nance employees of Canyon Lumber Company whose names appeared on the Company's pay roll for October. 1938, including employees who did not work during such pay-roll period because they were ill or on vacation and employees who were then or have since been temporar- ily laid off, and including boommen, but excluding office and super- visory employees, and those who had since quit or had been dis- charged for cause, to determine whether they desired to be repre- sented for the purposes of collective bargaining by Lumber and Saw- mill Workers Union, Local No. 2655, chartered by the United Broth= erhood of Carpenters and Joiners of America, affiliated with the American Federation of Labor, or by International Woodworkers of America, Local No. 101, affiliated with the Congress of Industrial Organizations, or by neither. Pursuant to the Direction of Election, an election by secret ballot was conducted on September 9, 1939, at Everett, Washington, under the direction and supervision of the Regional Director for the Nine- teenth Region (Seattle, Washington). On September 11, 1939, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, issued and duly served upon the parties an Election Report contain- ing a tally of the ballots and his, findings and recommendations.
