ORDER Appellee's petition for panel rehearing is GRANTED . The panel's opinion is VACATED , the district court's order denying the plaintiffs' motion for a preliminary injunction is VACATED , and this case is REMANDED to the district court for further proceedings consistent with the United States Supreme Court's decision in New York State Rifle & Pistol Association, Inc. v. Bruen , 597 U.S. ––––, 142 S.Ct. 2111, 213 L.Ed.2d 387 (2022).

Appellees' Petition for Panel Rehearing En Banc (Dkt. No. 93) is DENIED as moot.
