Appeals, Nos. 183, 184 and 185, March T., 1947, from order of the Superior Court, April T., 1948, Nos. 20, 21 and 22, respectively, affirming order of Q. S., Allegheny Co., Oct. T., 1946, Nos. 32, 33 and 161, respectively, in re petitions for incorporation of Borough of Baldwin, and petition for incorporation of Borough of Whitehall. Order affirmed.

Proceedings upon petitions for incorporation of entire Township of Baldwin into a borough, and upon petion for incorporation of parts of Baldwin and Bethel Townships into Borough of Whitehall. Before SOFFEL and RICHARDSON, JJ.
Order entered incorporating the Borough of Whitehall, and orders entered dismissing petitions for incorporation of Township of Baldwin. Commissioners and freeholders of Baldwin Township, respectively, appealed to the Superior Court, which affirmed the orders of the court below. Appeals by Commissioners, and freeholders of Baldwin Township, respectively, to Supreme Court allowed.
