On September 19, 2023, petitioner improperly electronically filed with this Court a document titled First Amendment to Order of Dismissal for Lack of Jurisdiction (Docket Index No. 69). It appears that document, which is actually titled Motion to Recall the Mandate, Reinstate the Appeal, and Reopen the Case, should have been filed with the U.S. Court of Appeals for the District of Columbia Circuit.
Upon due consideration of the foregoing, it is
ORDERED that the above-referenced First Amendment to Order of Dismissal for Lack of Jurisdiction is stricken from the Court's record in this case.
