ORDER

It is ORDERED that the motion to expand the record (M-269) is granted; and it is further

ORDERED that the motion for leave to file a supplemental brief (M-270) is granted. Plaintiff shall serve and file a supplemental brief, not to exceed fifteen (15) pages, on or before December 23, 2022. Defendants may serve and file a supplemental brief in response, not to exceed 15 pages, on or before January 6, 2023.
