ORDER ACCEPTING FINDINGS, CONCLUSIONS AND

RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE

The court has under consideration the findings, conclusions, and recommendation of the United States Magistrate Judge Paul D. Stickney.
