The application for rule nisi is hereby denied and the suggestion for writ of prohibition is hereby dismissed. State ex rel. Florida R.R. and Public Utilities Commission v. Taylor, 104 So.2d 745 (Fla.App. 1958); State ex rel. Paluska v. White, 162 So.2d 697 (Fla.App. 1964).
