PER CURIAM

WRIT DENIED IN PART, WRIT GRANTED IN PART.

This writ is granted in part. Defendant's counsel is entitled to access the sealed record under the existing order dated August 27, 2013. The procedural grounds cited by the appellate court, in denying Defendant's writ application, are inapplicable. See Boren v. Taylor, 16-2078 (La. 6/29/17), 223 So.3d 1130. The matter is remanded to the district court to allow Defendant's counsel access to the sealed record pursuant to the district court's August 27, 2013 order. The writ is otherwise denied.
