The defendants’ petition for certification to appeal from the Appellate Court, 212 Conn. App. 309, 275 A.3d 716, is granted, limited to the following issue:

"Did the Appellate Court correctly determine that No. 17-4 of the 2017 Special Acts is an unconstitutional public emolument?"
