MOTION AND PROCEDURAL RULINGS
Upon consideration of the motion for expedited consideration, it is ordered by the court that the motion is granted. It is further ordered by the court that an alternative writ is granted and the following briefing schedule is set for presentation of evidence and filing of briefs pursuant to S.Ct.Prac.R. 12.05: relators shall file their brief and evidence no later than January 3, 2017; respondent shall file his brief and evidence no later than January 6, 2017; and relators may file a reply brief no later than January 11, 2017.
