MOTION AND PROCEDURAL RULINGS

This cause originated in this court on the filing of a complaint for a writ of mandamus. Upon consideration of relators' motions for expedited consideration and for temporary injunctive relief pending the court's consideration of this case,

It is ordered by the court that the motions are granted. The parties shall file their evidence and briefs no later than 10:00 a.m. on Monday, December 1, 2008. Respondents shall file their answers simultaneously with their evidence and briefs. The Clerk shall refuse to file any reply briefs or requests for extension of time.

It is further ordered by the court that respondents and their agents, servants, employees, attorneys, or other persons acting on their behalf are enjoined from opening the provisional ballot application envelopes pending the court's resolution of this case.
