Petitioner is deemed insolvent and may proceed in forma pauperis for purposes of this cause.

Petitioner's July 2, 2013 motion to supplement is granted, and the petition is supplemented to include the documents which are attached to said motion.

Following review of the petition for writ of certiorari, it is ordered that said petition is hereby denied.
