Attorney Regulation. The Presiding Disciplinary Judge accepted the parties' Conditional Admission of Misconduct and suspended respondent, Thomas Francis Waters, from the practice of law for one year with all but thirty days of the suspension stayed followed by a three year period of probation subject to certain conditions. Respondent failed to comply with court orders relating to marital debts and engaged in prolonged and unnecessary litigation regarding marital debt issues in violation of Colo. RCP 3.4(c), Colo. RPC 8.4(a), Colo. RCP 8.4(d), and Colo. RPC 8.4(h). Respondent was ordered to pay costs of the disciplinary proceeding.
