This Petition for Review from the March 14, 1990 Informal Disfigurement Evaluation of the Commissioner for the Eighth District and subsequent informal hearing before the. Commissioner at Large acting for the Eight District was heard November 30, 1990 before a Compensation Review Division panel consisting of the Commission Chairman, John Arcudi, and Commissioners Frank Verrilli and Donald Doyle.


OPINION


Claimant seeks to review an Informal Disfigurement Evaluation by the Eighth District. He asserts that there was a re-evaluation hearing before the Commissioner at Large acting for the Eight District July 11, 1990. After that hearing he filed an appeal with this tribunal.

There is no record below for us to review. As noted an Laime v. American Standard, 914 CRD-2-89-9 (2/6/91) and in Bennett v. Town of East Hartford, 1155 CRD-1-90-11 (3/11/91) without a record or transcript of evidence of the proceedings below, we are powerless to perform any meaningful review.

Therefore, the , appeal is sustained and the matter is remanded for further proceedings.
