Appeal No. 83 Western District Appeal Docket 1989, from the Order of the Commonwealth Court, 123 Pa. Commw. 353, 553 A.2d 1042 (1989), entered February 6, 1989, at No. 624-CD-1988, which reversed the Order of the Court of Common Pleas Cambria County Civil Division entered February 19, 1988, at No. 2895-1987, which reinstated Appellant's operating privileges.

ORDER


The opinion and order of the Commonwealth Court are reversed and the order of the Court of Common Pleas of Cambria County is reinstated. See Commonwealth of Pennsylvania, Department of Transportation, Bureau of Traffic Safety v. O'Connell, 521 Pa. 242, 555 A.2d 873 (1989).
