The issue in this case has recently been decided in favor of the appellant. See Lee County v. Pierpont, 22 Fla. L. Weekly D274 (Fla. 2d DCA Jan. 24, 1997). We therefore reverse and remand for proceedings consistent with that opinion.

Reversed and remanded.
