This Petition for Review from the March 16, 1990 Order of the Commissioner for the Second District was heard February 22, 1991 before a Compensation Review Division panel consisting of the Commission Chairman John Arcudi and Commissioners Frank Verrilli and Donald Doyle.


OPINION


Respondents appeal the second district March 16, 1990 Order awarding claimant three weeks of compensation benefits and medical expenses. Said Order followed an informal hearing.

There was no recorded testimony at the informal hearing. "Without a record or transcript of evidence of the proceedings below, we are powerless to perform any meaningful review." Palmer v. UTC/Pratt Whitney, 1079 CRD-8-90-7 (6/5/91), Bennett v. Town of East Hartford, 1155 CRD-1-90-11 (3/11/91), Laime v. American Standard, 914 CRD-2-89-9 (2/6/91).

We, therefore, remand the matter for further proceedings.

Commissioners Frank Verrilli and Donald Doyle concur.
