ORDER

¶ 1 Petitioner, Frederick C. Low, was admitted to the Oklahoma Bar Association on April 22, 1994. Petitioner graduated from the University of Tulsa School of Law in December 1993 and thereafter successfully completed the Oklahoma Bar Examination. Petitioner resided and practiced law in Oklahoma from April 23, 1994 until June 30, 2005.

¶ 2 On December 31, 2005, Petitioner voluntarily tendered his resignation and his name was stricken from the roll of attorneys of the Oklahoma Bar Association.

¶ 3 From July 1, 2005 until October 18, 2006, Petitioner resided in Oregon where he built a new home for himself and his wife. While in Oregon, Petitioner devoted almost all of his time to the construction of the new home and from June 30, 2005 until the present, Petitioner has not engaged in the unauthorized practice of law in Oklahoma or Oregon.

¶ 4 Petitioner filed his Petition for Reinstatement on December 15, 2006. An investigation was conducted on Petitioner's application in accordance with Rules Governing Disciplinary Proceedings (RGDP), 5 O.S. ch. 1, app. 1-A. On March 15, 2007, a hearing was held before the Professional Responsibility Tribunal where sworn testimony was heard from Petitioner. Letters and affidavits were considered and admitted into the record in regard to Petitioner's good moral character, his competency and learning in the law, and his not having engaged in any unauthorized practice of law during the period of July 1, 2005 until the present. Rule 11.5, RGDP.

¶ 5 At the time of his resignation, Petitioner was current in Continuing Legal Education (CLE) requirements for 2005 and also had completed the required hours for 2006 CLE. Petitioner has satisfied all CLE requirements except for those needed for 2007. Additionally, at the time of his resignation, Petitioner did not owe any dues to the Oklahoma Bar Association.

¶ 6 On March 28, 2007, the Tribunal filed its Report and determined that Petitioner had met the prerequisites for reinstatement, unanimously recommending that Petitioner be reinstated to membership in the Oklahoma Bar Association.

¶ 7 On April 4, 2007, an Application to Assess Costs of $267.99 was filed for investigating and processing the application. On April 17, 2007, a Receipt of Costs was filed of record acknowledging that Petitioner made full payment of the costs incurred.

¶ 8 IT IS THEREFORE ORDERED that the petition of Frederick C. Low for reinstatement to membership in the Oklahoma Bar Association be granted and that his name be reinstated to the Roll of Attorneys licensed to practice law in the State of Oklahoma.

¶ 9 IT IS FURTHER ORDERED that Petitioner pay his 2007 Bar Association dues within thirty days of the date of this order. Reinstatement is conditioned upon payment of 2007 dues.
