HUGHES, J., would grant and assigns reasons.

HUGHES, J., dissents and would grant the writ.

The law specifically provides for designation of the record on appeal, which promotes judicial economy, efficiency, and fairness. Forcing the appellant to come up front with an additional $10,000 does none of these and may infringe on the right to appeal, raising due process concerns.
