Customarily this court simply denies or allows petitions for leave to appeal without stating reasons. We depart from that procedure here, but do not in doing so intend to establish a precedent for disposing of the 1,200-1,500 petitions for leave to appeal upon which we act each year.
We deny these petitions because this court has concluded that the appellate court opinion correctly and adequately resolves the issues in these cases. In these circumstances, allowance of leave to appeal, briefing and oral argument, and preparation of an opinion would be both unnecessary and repetitious and would further delay the accommodation which we are confident the parties here are striving to achieve so that the city of Chicago may resume the normal process of government.
The stay order entered by this court on June 16, 1983, is dissolved, and the mandates are to issue forthwith.
