Board of Supervisors of LSU Agricultural and Mechanical College , 14-0585 (La. 10/15/14), 149 So. 3d 227 (Knoll, J.) (noting that " La. Const. art. 1 § 26 makes it clear the State has not waived its sovereignty within the federal system").
