The question is limited to whether a public utility franchise granted by a township must be approved by the voters of the township in order to be valid. Leave to file a brief amicus curiae is also granted. Reported below: 213 Mich. App. 82.

Motion to dismiss as moot is granted on September 23, 1997, in light of 1996 PA 322.
